Purchasing Manager


The incumbent in this position is responsible for managing the activities of the purchasing function for the Spokane Tribe Casino in Airway Heights. They will be able to perform strategic procurement activities across multiple categories of spend, search for better deals and find more profitable suppliers of all inventory and non‑inventory products, services, and supplies necessary for property operation; works closely with Warehouse & Receiving Department to coordinate the delivery and storage of all inventories.

  • Hires, trains, motivates, evaluates and manages staff to ensure that employees receive adequate guidance and resources to accomplish established objectives.
  • Ensures that only those purchase orders with prior approval consistent with authority levels as established and/or approved by the Director of Finance or General Manager are executed.
  • Executes the purchasing function in a manner that clearly establishes behavior free of undue bias or influence and is guided exclusively by established organization protocol in place to achieve defined organizational goal and objectives.
  • Communicates and coordinates with user departments in order to understand needs, and anticipate and resolve issues, ensuring customer satisfaction and that purchasing services meet the needs of the organization in a timely manner.
  • Establishes and maintains department objectives, standards, guidelines, and budget to achieve proper management of department.
  • Conducts high dollar-value purchasing responsibilities, including research, negotiation and bid selection, offering highest departmental “buying” expertise, to ensure procurement of important or expensive goods with best price/value.
  • Reviews all company contracts and coordinates the acquiring of information to ensure that all contracts are executed according to company policies.
  • Researches and communicates with existing and potential vendors in order to cultivate working relationships and develop most advantageous price and service agreements.
  • Provides consultation to management on issues pertaining to purchasing, such as price quotes and product quality in order to provide company with suitable information for decision-making.

Must have ability to:

  • High school degree required, Bachelor’s degree preferred;
  • Minimum of five years’ experience in purchasing required;
  • Prior casino experience preferred;
  • Minimum of three years’ experience with Stratton Warren software or system of a comparable nature.
  • Minimum of three years’ experience in the procurement function wherein the skill of price negotiation is an integral factor.
  • Demonstrated knowledge of common product specifications in the functional areas of food and beverage, engineering, housekeeping, and general and administrative.
  • Must be able to articulate the essential control elements of the purchasing function.
  • Thorough knowledge of general business practices, strategic planning, and organizational development;
  • Broad knowledge of all facets of gaming and related operational activities preferred;
  • Proficient in office procedures, methods, and equipment including computers and applicable software applications such as word processing, email, spreadsheets, and databases to include excellent working knowledge of Microsoft Word, Excel, Outlook and Power Point;
  • Excellent verbal and written communication skills


In addition to the other duties described herein, each employee has the following responsibilities related to compliance with laws and regulations:

  • Employment is contingent on receiving and maintaining adequate licensing, including any required gaming license;
  • Attend required training sessions offered by the Casino;
  • Perform the duties described in compliance with local laws and regulations;
  • Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the Casino;
  • Take the necessary steps to ensure minors are not encouraged or permitted to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco products;
  • Refer to the Internal Control System and Policy Manuals for guidance;
  • Take the appropriate steps to report exceptions, fraud, acts of wrongdoing, and potential violations of regulations or internal controls to the appropriate levels of management;
  • Uphold high standards of ethical behavior, demonstrate an understanding of the impacts of problem gambling, and have knowledge of the Casino’s programs to address problem gambling.

  • Capable of working in an office environment but duties may require working in all casino facilities, especially the Cage, Slots, and gaming areas, where the position may experience moderate noise and secondary smoke;
