POSITION SUMMARY

The Finance Management Trainee is part of the Spokane Tribe Casino’s Tribal Mentorship/Trainee Program.   The Spokane Tribe Casino is committed to training and developing Spokane Tribal Members with the ultimate goal of providing management positions for Tribal Members. 

The Finance Management Trainee will work directly with the current Director of Finance/Assistant GM.  The Trainee will actively work alongside the DOF/AGM in directing all aspects of accounting/administration for the Spokane Tribe Casino in accordance with Spokane Tribal Gaming policy and Washington State Gaming Commission regulations; responsible for planning, managing, and supporting the achievement of revenue and income objectives, market share and customer service objectives; establishes departmental policies and procedures; develops and monitors all departmental budgets to ensure their profitable operation. Management functions within General & Administrative include: Accounting, Finance, Information Systems, Purchasing, Receiving, and Cage/Credit.

GENERAL ACCOUNTABILITIES

The Finance Management Trainee position will work side by side with the DOF/AGM in order to assist the DOF/AGM in carrying out all required duties.  The DOF/AGM performs all functions in accordance with applicable laws and gaming regulations, the mission statement, and objectives of the Spokane Tribe Casino as well as established policies, procedures, and controls.  The Trainee will:

  • Hire, retain, motivate, evaluate and direct general and administrative staff under the scope of oversight, ensuring team members receive adequate guidance and resources to accomplish established objectives.
  • Review activities in the general and administrative areas, in order to gauge and improve staffing levels, working conditions and other matters which influence quality guest service and profitability.
  • Establish department standards, guidelines and objectives and maintains other administrative processes such as budget and staffing to ensure proper planning and efficient operation of assigned areas.
  • Monitor and evaluate all reporting departments in order to ensure the proper planning for short and long-term strategies.
  • Review strengths and weaknesses of all general and administrative functions, in order to most effectively implement changes to improve operations and most efficiently allocate resources.
  • Analyze daily cash flow, forecasts sources and uses of cash, and initiates cash management activities to position property in advantageous financial position.
  • Manage the preparation of and review of financial reports to ensure reasonableness, completeness and compliance with Generally Accepted Accounting Principles (GAAP), and distribution and revision (when appropriate) of reports.
  • Ensures that proper documentation is maintained to support the underlying detail of all material balance sheet accounts at the end of each reporting period (defined as any account with a value in excess of $25,000 for the immediate preceding accounting period) with the exception of all cash in bank accounts for which such documentation shall be maintained irrespective of such calculation and that proper inquiries are made with respect to all other such accounts to ascertain the propriety of reported balances.
  • Review cash disbursements to ensure propriety, reasonableness, and compliance with established procedures, and releases disbursements or investigates and resolves discrepancies.
  • Effectively articulates the results of financial performance and strategic recommendations to the General Manager and other departmental leaders and stakeholders as appropriate.
  • Ensures that compliance is maintained with all minimum internal accounting controls and continually monitors and evaluates the system of internal controls with the objective of identifying and resolving any significant weaknesses.
  • Maintains a professional, courteous, and responsive manner which reflects positively on Spokane casino – Airway Heights.
  • Conduct strategic financial planning meetings and directs daily operations in the absence of the General Manager.
  • Ensure timely and accurate analysis of budgets, financial trends, and forecasts for all areas.
  • Preserves and maintains the confidentiality of all sensitive financial data and strategic plans in all communication and interaction with individuals and entities not specifically privy to such information.
  • Ability to assume responsibility without direct supervision, exercise initiative and judgement and make decisions within the scope of assigned authority.
  • Specific responsibility to ensure that all regulatory and lender filings are timely and accurate.
  • Specific responsibility to ensure that strict adherence to all lender covenants is maintained, or in the event of non-compliance, notification is provided to the appropriate members of senior management and stakeholders (including lenders) within the parameters of the underlying document and scope of reporting responsibility as soon as it becomes reasonably probable that such non-compliance has occurred or is about to occur.

JOB QUALIFICATIONS

  • Must be an enrolled Spokane Tribal Member.
  • Four-year college degree in Finance or Accounting from an accredited university required.
  • Must have 3-5 years of accounting experience with at least 2 years of supervisory/management experience. 
  • Planning and Analysis experience preferred.
  • Ability to build comprehensive presentations and reporting.
  • Proficient in the knowledge, application and interpretation of GAAP.
  • Proficient in the application of accounting software.
  • Proficient in office procedures, methods, and equipment including computers and applicable software applications such as word processing, email, spreadsheets, and databases to include excellent working knowledge of Microsoft Word, Excel, Outlook and Power Point.
  • Excellent verbal and written communication skills.
  • Trainee position will be a regular, full time employee of the Spokane Tribe Casino.  Trainee’s are subject to the same policies, procedures, licensing requirements, pre-employment requirements and integrity standards as other Spokane Tribe Casino employees.  In addition to being held accountable and held to the same standards as other employees, trainees will be held to a high standard of honesty, integrity and professionalism.  Trainees will be expected to show a high level of commitment and participation in the trainee program.
  • Must have a good work history with the Spokane Tribe and all Spokane Tribal entities (employment verifications are required -will be conducted by HR). 
  • Must not have any disciplinary actions or attendance issues within the last 6 months, regardless of employer. 
  • Must meet the requirements of the position including all pre- employment requirements and required licensure by the STGC.

REGULATORY AND COMPLIANCE RESPONSIBILITIES

In addition to the other duties described herein, each employee has the following responsibilities related to compliance with laws and regulations:

  • Employment is contingent on receiving and maintaining adequate licensing, including any required gaming license;
  • Attend required training sessions offered by the Spokane Tribe Casino;
  • Perform the duties described in compliance with local laws and regulations;
  • Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the Casino;
  • Take the necessary steps to ensure minors are not encouraged or permitted to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco products;
  • Refer to the Internal Control System and Policy Manuals for guidance;
  • Take the appropriate steps to report exceptions, fraud, acts of wrongdoing, and potential violations of regulations or internal controls to the appropriate levels of management;
  • Uphold high standards of ethical behavior, demonstrate an understanding of the impacts of problem gambling, and have knowledge of the Casino’s programs to address problem gambling.

  • Capable of working in an office environment but duties may require working in all casino facilities, especially the Cage, Slots, and gaming areas, where the position may experience moderate noise and secondary smoke;
