Director of Finance


POSITION SUMMARY

The incumbent in this position is responsible for directing all aspects of accounting/administration for the Spokane Casino – Airway Heights in accordance with Spokane Tribal Gaming policy and Washington State Gaming Commission regulations; responsible for planning, managing, and supporting the achievement of revenue and income objectives, market share and customer service objectives; establishes departmental policies and procedures; develops and monitors all departmental budgets to ensure their profitable operation. Management functions within General & Administrative include: Accounting, Finance, Information Systems, Purchasing, Receiving, and Cage/Credit.

GENERAL ACCOUNTABILITIES

(These functions are intended as a general illustration of the work performed in this job classification and are not all inclusive for this position)

  • Hire, retain, motivate, evaluate and direct general and administrative staff under scope of oversight, ensuring team members receive adequate guidance and resources to accomplish established objectives.
  • Review activities in the general and administrative areas, in order to gauge and improve staffing levels, working conditions and other matters which influence quality guest service and profitability.
  • Establish department standards, guidelines and objectives and maintains other administrative processes such as budget and staffing to ensure proper planning and efficient operation of assigned areas.
  • Monitor and evaluate all reporting departments in order to ensure the proper planning for short and long-term strategies.
  • Review strengths and weaknesses of all general and administrative functions, in order to most effectively implement changes to improve operations and most efficiently allocate resources.
  • Analyze daily cash flow, forecasts sources and uses of cash, and initiates cash management activities to position property in advantageous financial position.
  • Manage the preparation of and review of financial reports to ensure reasonableness, completeness and compliance with Generally Accepted Accounting Principles (GAAP), and distribution and revision (when appropriate) of reports.
  • Ensures that proper documentation is maintained to support the underlying detail of all material balance sheet accounts at the end of each reporting period (defined as any account with a value in excess of $25,000 for the immediate preceding accounting period) with the exception of all cash in bank accounts for which such documentation shall be maintained irrespective of such calculation and that proper inquiries are made with respect to all other such accounts to ascertain the propriety of reported balances.
  • Review cash disbursements to ensure propriety, reasonableness, and compliance with established procedures, and releases disbursements or investigates and resolves discrepancies.
  • Effectively articulates the results of financial performance and strategic recommendations to the General Manager and other departmental leaders and stakeholders as appropriate.
  • Ensures that compliance is maintained with all minimum internal accounting controls and continually monitors and evaluates the system of internal controls with the objective of identifying and resolving any significant weaknesses.
  • Maintains a professional, courteous, and responsive manner which reflects positively on Spokane casino – Airway Heights.
  • Conduct strategic financial planning meetings.
  • Ensure timely and accurate analysis of budgets, financial trends, and forecasts for all areas.
  • Preserves and maintains the confidentiality of all sensitive financial data and strategic plans in all communication and interaction with individuals and entities not specifically privy to such information.
  • Ability to assume responsibility without direct supervision, exercise initiative and judgement and make decisions within the scope of assigned authority.
  • Specific responsibility to ensure that all regulatory and lender filings are timely and accurate.
  • Specific responsibility to ensure that strict adherence to all lender covenants is maintained, or in the event of non-compliance, notification is provided to the appropriate members of senior management and stakeholders (including lenders) within the parameters of the underlying document and scope of reporting responsibility as soon as it becomes reasonably probable that such non-compliance has occurred or is about to occur.

JOB QUALIFICATIONS

  • Four-year college degree in Finance or Accounting from an accredited university required;
  • CPA certification/ or graduate level degree preferred;
  • Minimum of three years of experience at a level of financial leadership requiring the exercise of professional judgement in matters of casino accounting at a gaming facility of similar size and comparison (in terms of gaming units and general level of revenue performance);
  • Minimum of three years of direct supervisory experience and or indirect oversight responsibility of functional departments outside of accounting (such examples to include, but not limited to, the functional areas of Purchasing, IT, HR);
  • Prior experience in the opening of a casino/pre-development of projects preferred;
  • Planning and Analysis experience preferred, with concentration in gaming, F&B, and property analytics;
  • Ability to build comprehensive presentations and reporting for lenders, management, and board members;
  • Prior experience in working closely with Cage and Compliance operations;
  • Title 31 experience;
  • Established knowledge of the primary internal control environment with respect to gaming and hospitality operations;
  • Proficient in the knowledge, application and interpretation of GAAP;
  • Proficient in the application of accounting software widely utilized in the gaming and hospitality industry;
  • Proficient in the knowledge of the following systems: Marketing, F&B, Purchasing
  • Thorough knowledge of general business practices, strategic planning, and organizational development;
  • Broad knowledge of all facets of gaming and related operational activities preferred;
  • Proficient in office procedures, methods, and equipment including computers and applicable software applications such as word processing, email, spreadsheets, and databases to include excellent working knowledge of Microsoft Word, Excel, Outlook and Power Point;
  • Excellent verbal and written communication skills.


 REGULATORY AND COMPLIANCE RESPONSIBILITIES

In addition to the other duties described herein, each and every team member has the following responsibilities related to compliance with laws and regulations:

  • Obtain and maintain a License Class-A STGC and a Washington State Gaming Commission Gaming License.
  • Attend required training sessions offered by the Spokane Casino - Airway Heights.
  • Perform the duties described in compliance with local laws and regulations.
  • Take the necessary steps to ensure minors are not allowed to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco.
  • Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the team member’s department.
  • Have knowledge of the programs to address problem gambling.
  • Consults with the appropriate individuals and maintains an effective system of written policies, procedures, and internal controls to ensure compliance with Spokane Tribal Gaming and Washington State Gaming Commission Regulations and Minimum Internal Control Standards.
  • Takes the appropriate steps to investigate exceptions, fraud, and potential violations and report such instances to the appropriate levels of management.
  • Reports items addressed by the “Compliance Questionnaire” as they occur to the Compliance Officer or his designate.
  • Reports any acts of wrongdoing on behalf of any staff member that they have knowledge of.

  • Primarily works in office environment but duties include all casino facilities, especially the Cage, Slots, and IT, where incumbent may experience moderate noise and secondary smoke.
  • Capable of working for extended periods of time at work station, performing tasks on computer and working with documents.
